Horsham Township has adopted the following Codes:

2006 ICC Building Code
(International Code Council)
2006 ICC Residential Code
2006 ICC Plumbing Code
2006 ICC Energy Code
2006 ICC Mechanical Code
2006 Fuel Gas Code
2006 ICC Fire Code
2006 Existing Building Code
*2006 ICC Electrical Code
2003 Property Maintenance Code

*NOTE* Horsham Township does not do electrical inspections.

All Electrical inspections must be done by a third party inspection agency. Permit holders may use the services of any State Licensed Inspection agency for the required electrical inspections, look in the yellow pages under Inspections, Home Inspections or Electrical inspections. At a minimum all "rough" and "final " work must be inspected and approved by an above noted Inspection agency prior to the Horsham Township inspectors looking at the rough and/or final work. Upon final electrical inspection your agency must send a "cut card" of final inspection approval notice to the Township.

Property maintenance requirements and standards for dwellings and rental units Township Ordinance #2009, and the 2003 ICC Property Maintenance Code Ordinance #286

Horsham Township is an opt-in community for enforcement of State Act # 45, The Uniform Construction Code.

The State adopted the above noted Act in 1999 and it became effective in Horsham Township on July 1, 2003. The time delay between the Legislature adopting the Act and the Governor signing the Act was due to the Department of Labor & Industry needing the time to develop the "nuts and bolts" of Enforcement and Certification requirements for inspectors of this Act on a State wide basis.

Permit requirements:

Building permits are required for all new work, additions, and alterations that involve structural changes (new doors, new window openings, partitions etc.). Permits are not required for simple changes to interior finishes i.e. paint, wall paper or other wall finishes.

Permit application forms are available at the Township Building. Applications must include a plot plan where outside additions are proposed, and two sets of construction details for review. Upon approval one set is returned with any corrections or comments noted. Where the Code Officers review finds that an unusual design cannot be determined to meet Code requirements, an Engineers seal may be required.
